Mr.Fletcher

proceeded to read extracts from a

TAI LEE

statement made at the Titee Enquiry

by the Naval Intelligence Officer

adversely criticising the discipline

and efficiency, and the conditions

of service in certain river steamers,

If the Guilds could contrive to

improve the status of the officers

in these badly managed ships so that

they would be in a posttion to enforce

and maintain proper discipline, tho

risk of piracy would be greatly

lessened.

Mr.Watson said that the

only practical suggestion he could
